<strong>Kelly Burke</strong>

Kelly Burke - Mayor

Thank you for giving me the honor of serving as your mayor during the past four years! While much has been accomplished during the last four years there is always more to do and with your support we will.

My husband, Terry, and I have lived in the Village for 32 years and raised our three children here. We've lived in three different homes as our family grew. As empty nesters we now reside in the Southeast quadrant.

I love Evergreen Park and have been active in several volunteer roles. I've been a volleyball coach Girl Scout leader, and room mom. For seven years I was as member of the Evergreen Park Library Board. At Most Holy Redeemer Parish I volunteer to provide meals for the Su Casa shelter, started a Mock Trial program for grade school students and was a Women's Guild officer.

Professionally, I am an attorney, graduating from the John Marshall Law School. I have been fortunate to work as a staff member at Saint Xavier University, practice law for a local law firm, and teach at Loyola University School of Law.

Later in my career, serving as the state representative for the 36th District, Village trustee and then Mayor, I have been a common-sense problem solver who puts the interests and safety of residents first. My professional career helped me develop the skills necessary to work collaboratively with residents, Village trustees, and other elected officials to solve the problems and challenges we face.

Much of my service has been voluntary. In positions where I did receive compensation, I have not accepted nor will I receive any public PENSION BENEFITS, including for my service as a legislator or mayor!

Public service is my passion! I have and will continue to serve all residents and businesses with integrity, experience, and enthusiasm. I pledge to continue to work hard, be transparent and accessible, continuously improve our Village, and keep it a safe place to live, work, raise a family and comfortably retire.

Evergreen Park has a strong tradition of "Good Government"; on April 1st please VOTE to KEEP IT by supporting me, Kelly Duffy for Clerk, and Norm Anderson, Mark Phelan and Carol Kyle for Trustee.

<strong>Kelly Duffy</strong>

Kelly Duffy - Village Clerk

Kelly Duffy is seeking election as your Village Clerk! Kelly and her husband, Steve, have lived in the Northeast quadrant for 20 years. They have two children, who are both graduates of EPCHS and have graduated from college.

Kelly graduated from Mother McAuley H.S. and is currently completing her Associate's degree in Business Administration. Kelly has been small business owner, running a coffee shop in the Beverly neighborhood. She also was a self-employed as a sales representative for a direct sales marketing business for over twenty years.

Kelly has worked her way up in the Village administration, beginning her career in the Office of Citizen Services, where she was involved in the food pantry, worked as a Meals on Wheels Driver and at the Village Farmers Market. Kelly moved up to become an administrative clerk at Village Hall, where you may have met her at the front counter. She was promoted to the position of payroll administrator. After the retirement of long time Clerk Cathy Aparo, Kelly Duffy was appointed to become Village Clerk by the Board of Trustees. As Clerk she is "The Keeper of the Records" for the Village. She also serves as the collector, meaning Village business licenses and fees are processed through her office.

Kelly and her family are active members in our community. In addition to being a full-time Clerk, Kelly has served as a volunteer in a variety of civic and educational organizations to include: the Village Pantry, Northeast PTA (Past President) and many years as room mom. Kelly also served at EPCHS as Booster member, Band Mom and organized the annual Evergreen Park Relay for Life fundraiser for several years. Kelly's husband, Steve, is currently the Treasurer of the EPCHS Foundation for Educational Excellence.

<strong>Mark Phelan</strong>

Mark Phelan - Trustee

Mark and his wife, Judy, are both lifelong residents of Evergreen Park and raised their four children here. Mark worked as a proud union carpenter with Local #54. He is a graduate of Most Holy Redeemer School and Evergreen Park Community High School. Mark has worked collaboratively as a trustee with three Mayors and currently chairs the Public Works Committee, helps formulate the annual budget, and with the Mayor and fellow Trustees enacts ordinances that protect the safety and health of our Village residents.

Mark has an unparalleled record of service to our community! In his retirement he took over the volunteer role as the Village Pantry Manager; in that role he supervises the operations and distribution of food for residents in need and coordinates a core group of volunteers as well as students and community organizations looking to pitch in. Mark received a Certificate of Deaconate Studies from St. Mary of the Lake Seminary, DePaul University and was ordained as a Deacon. Mark ministers through Most Holy Redeemer parish, officiating at Mass, weddings, funerals and christenings. He is a Minster of the Sick and a Eucharistic Minister.

In addition to his ministry, Mark has been a coach of the Most Holy Redeemer Raiders football program for two decades and served as a board member for the Southside Catholic Conference. Mark also has coached at Brother Rice High School, and for Evergreen Park Boys Club and Evergreen Park Girls Softball league.

<strong>Norm Anderson</strong>

Norm Anderson - Trustee

Norm is a lifelong resident of Evergreen Park. Norm and his wife, Kathy, have four adult children and two grandchildren. Norm has been an active member of Most Holy Redeemer Men's Club and has coached hundreds of kids as a varsity football coach and baseball coach. He is a past president of the Evergreen Park Boys Club and is a Misericordia Heart of Mercy Volunteer.

Norm recently retired as Chief Building Inspector for Cook County. Earlier in his carrier Norm worked as a Construction Manager for Com Ed/Exelon specializing in construction management. Norm is a 1980 graduate of Evergreen Park High School, attended Moraine Valley to study Construction Technology and has taken continuing education in the Construction Technology field. As trustee, Norm puts his experience to work as Chair of the Zoning and Development Committee.

Prior to becoming a Village Trustee, Norm volunteered his time as a Police and Fire Commissioner and as trustee he serves on the Public Safety and Public Works committees. The safety of our residents and businesses has been and remains his top priority!

<strong>Carol Kyle</strong>

Carol Kyle - Trustee

Trustee Carol Kyle has roots spanning four generations in Evergreen Park. A lifetime resident, Carol and her husband, Gene, live in the Southeast quadrant. Carol is a graduate of St. Bernadette's and Mother McAuley High School. Carol spent her career as a teacher and graduated from Western Illinois University and received a Master's Degree from Chicago State University. Carol's two adult children and seven grandchildren also live in the Village and attend both District #124 schools and EPCHS.

Carol is Chairperson of the Village Recreation, Youth and Citizen Services Committee. She is dedicated to improving the recreation facilities and programs the Village offers. As an active community volunteer, Carol currently serves as Vice President of the Village Pantry, working to assist Village residents that are in need.

A retired educator, Carol also serves as a "Career Speaker" to students participating Central Middle School Leadership Team and is a presenter at the CMS Career Day. She has volunteered and is an advocate for Special Olympic Programs. Carol's parents, Bob and Betty Norris, were also deeply involved in our Village. The Norris Baseball Field in our Northeast quadrant was named so in their honor.

Public Safety

  • Entered into agreements with SD124 and SD231 for revenue sharing of Village TIF tax dollars
Events & Programs
  • Independence Day parade and fireworks returned after a two year absence
  • Started 'Coffee with the Mayor' on Saturdays and evening Public Works & Public Safety Zoom meetings
  • New Events: Food truck festival at Circle Park, Labor Day concert and fireworks, Oktoberfest, and Reindog Parade
  • Recreation Department, Office of Citizen Services, Youth Commission, and the Barn all added new programs, classes and events
